The successor new-construction exemption

485-x is the successor to the 421-a lineage: property-tax exemptions for qualifying new multifamily construction, in exchange for affordability set-asides on the program's menus and, for larger projects, construction-wage requirements — the same land-for-outcomes bargain, renegotiated for its era.
