HCR

Homes and Community Renewal is the state agency administering rent regulation — registrations, rent histories, overcharge and harassment proceedings, and the rules under which stabilized and controlled tenancies operate — alongside its housing-finance and community-development portfolios. Its Office of Rent Administration is the operational face landlords and tenants meet.

For records work, HCR is the source of the regulation trail: owners register regulated units annually with it, tenants obtain their units' rent histories from it, and its orders — rent reductions, overcharge findings — are the adjudicated layer of the regulation record. Building-level registration counts derived from its data are the public's main window into a building's regulatory profile.
