HPD

NYC Department of Housing Preservation and Development

HPD is the city's housing agency. On the enforcement side, it administers the Housing Maintenance Code for residential buildings: it records complaints, issues violations by hazard class, can perform emergency repairs and bill the owner, and maintains the registration system through which owners of rental buildings must identify themselves and their managing agents. On the development side, it finances and supervises affordable-housing construction and preservation, and administers many of the city's affordability programs and regulatory agreements.

In property diligence, HPD's records complement those of the Department of Buildings: DOB speaks to structure and construction legality, HPD to housing conditions and tenant-facing compliance. Open HPD violations and missing registrations are standard red flags on multifamily properties.
