OER
NYC Office of Environmental Remediation
The Office of Environmental Remediation administers the city's side of contaminated-land cleanup: it runs the municipal voluntary cleanup program for lightly to moderately contaminated sites, and it is the office that reviews and clears (E) designations — the lot-specific hazardous-materials, air, and noise requirements that zoning actions map onto properties.
For a project on a lot with an (E) designation or a cleanup history, OER is a schedule reality: testing, remediation, and clearance run through its processes before permits proceed. For an analyst, its program records — like the state's — document which lots carry known environmental conditions and where those conditions stand between discovery and closure.
