Uniform Land Use Review Procedure

ULURP is the charter-mandated public review process for major land-use actions in New York City — zoning map amendments, special permits within the City Planning Commission's jurisdiction, site selections, dispositions of city property, and similar actions. The procedure moves an application through a fixed sequence with statutory clocks: certification by the Department of City Planning, review by the affected community board and borough president, a decision by the City Planning Commission, and in most cases a final vote by the City Council.

For property analysis, ULURP matters as the gate between as-of-right development and everything else. If a project needs a mapped change — a rezoning, a large-scale special permit — its timeline and certainty are governed by this process, and its obligations (like Mandatory Inclusionary Housing options selected at mapping) are set within it.
